Position Overview

Title: Consultant, Monitoring & Evaluation (M&E) Specialist

About Trickle Up

Since 1979, Trickle Up has implemented economic inclusion (EI) programs to build the economic empowerment, resilience, and social inclusion of 485,000 of the most vulnerable individuals, helping to sustainably lift over 2.4 million people out of extreme poverty in India, Africa, and the Americas. Our locally-led EI programs are sequenced, time-bound, multi-dimensional interventions that aim to support targeted households to become economically empowered, boost their resilience, and foster social inclusion. The programs include seed capital and sustainable livelihoods development interventions that bolster economic empowerment; basic needs, financial services, and climate-focused interventions that build resilience; and coaching and digital agency interventions that increase social inclusion. Across all of our programs, we integrate gender-transformative approaches focused on building women’s agency and decision making, focus on market-based solutions to ensure sustainability, and integrate climate-sensitive interventions to support households to adapt to climate change and mitigate climate crises.

Consultancy Duration

130-150 days between August 2025 and August 2026.

Purpose of the Consultancy

The Consultant will facilitate the implementation of Trickle Up's 2026–2030 strategy by developing and deploying a global M&E framework, aligning country-level monitoring and evaluation (M&E) systems, and encouraging evidence-based decision-making. The Consultant will also support program quality, learning, and donor reporting.

Scope of Work and Responsibilities

Global operationalization and institutionalization of Trickle Up’s global M&E Strategy

  • Lead the development and implementation of global M&E frameworks, tools, and indicator guidelines aligned with Trickle Up’s 2026–2030 strategy.
  • Collaborate with the MIS & Technology and country-level M&E teams to ensure data consistency, integrity, and proper flow between M&E systems and the central MIS.
  • Encourage evidence-based decision-making and facilitate strategic discussions on program design and scaling.

Training and technical support to regional-, country-, and project-level M&E teams

  • Support regional M&E teams to develop and roll out country- and project-level M&E frameworks in alignment with Trickle Up’s Global M&E Framework.
  • Closely engage with MetLife CRECE M&E staff to develop and pilot the M&E framework and provide ongoing technical support.
  • Provide capacity building, training, and ongoing technical support on logframe design, data quality, and evaluation methodologies to Trickle Up’s regional and country-level M&E teams.

Contribute to business development and communications processes

  • Provide ongoing support for the integration of M&E best practices into proposals and donor reporting.
  • Collaborate with Innovation & Research and Communications teams to ensure data consistency and support learning initiatives, and to highlight M&E insights, findings, and results through internal and external communications.
  • Additional tasks to be assigned.

Key Deliverables

  • M&E Framework for Trickle Up’s new Metlife-funded CRECE project in Mexico and Colombia – October 2025
  • Global M&E Framework aligned with the global theory of change (included, but not limited to, indicator reference sheet, performance indicator tracking table, data management plan, and capacity building plan) – December 2025
  • Training on global M&E Framework for Trickle Up staff (HQ, Latin America, Asia) – January 2026
  • Support Latin America and Asia M&E teams to develop and operationalize regional M&E Frameworks – March 2026
  • Training and ongoing technical support to CRECE project M&E and MIS staff – August 2026

Required Competencies and Experience

  • Advanced degree in International Development, Social Sciences, Economics, or related field.
  • At least 10 years of experience in M&E within international development, preferably in economic inclusion programs.
  • Proven ability to design and implement M&E systems, tools, and logframes.
  • Experience conducting qualitative and quantitative evaluations, including participatory methodologies.
  • Strong skills in data quality assurance, analysis, and interpretation.
  • Experience in mentoring and training M&E staff.
  • Ability to work effectively with diverse teams across cultures and geographies.
  • Excellent reporting and presentation skills in English.
  • Proficiency in M&E platforms such as DevResults, DHIS2, CommCare, TaroWorks, or similar.
  • Willingness to travel internationally up to 20% of the time.

Consultancy Logistics

Location: Remote with potential international travel (up to 20%).

Payment Terms: Based on deliverables and monthly submission of a monthly invoice.

Reporting Frequency: Monthly reports to the Senior Advisor, Program Quality.

Performance Evaluation: Based on the quality and timeliness of deliverables.

Collaboration and Reporting

The M&E Specialist will report to the Senior Advisor, Program Quality. The Consultant will most closely support regional/country/project M&E teams in Asia and the Americas.

The Consultant will work closely with the Lead, MIS & Technology to ensure synchronization between M&E frameworks and the MIS; with the Specialist, Innovation & Research to ensure that L&I initiatives are grounded within Trickle Up’s broader M&E strategy; and with the Economic Inclusion, Business Development, and Communications teams.
