Project Overview:
The MPowered PLUS Project is a scaled-up version of the original MPowered program, which was launched in 2016 to promote women's economic development through mobile technology. With the support of CSR Fund, the project is expanding to reach a larger population and aims to empower around 9,000 ultra-poor women and their families in the states of Odisha and Jharkhand. The project is designed to help these women build sustainable and climate-resilient livelihoods by providing access to financial literacy training, mentorship, and digital resources that can help them grow successful microenterprises. Through the integration of digital technology, the project aims to increase women’s income, social status, and integration into social and economic structures by promoting entrepreneurship in individuals and collectives. By empowering these women, the MPowered PLUS Project is helping to promote gender equality, reduce poverty, and build more resilient communities in rural India.
Position Overview:
We are seeking an experienced Senior Program Management professional who has significant program management experience working closely with field and partner staff on the delivery of program objectives. The Senior Lead for the MPowered program will lead on the implementation of this livelihood project reaching ultra-poor women in rural areas of eastern India. S/he will also support the MPower team to reach the ultimate objective of MPowered program ensuring project participants using technology improve their socio-economic conditions and ensure sustainable livelihood. The Senior Lead, MPowered program position is the key contact and person responsibility for all aspects of project implementation, including, but not limited to: Program Design, Financial Management, Staff Management, Partner Management, Data Collection (M&E), Reporting, Knowledge Management and Representing the project to internal and external stakeholders. While s/he is not required to implement every one of those activities directly, s/he is required to work with the team and the larger organisation to make sure that these key aspects of the project are delivered to a high quality and in a timely manner.
Principal functions
Management and Oversight of Program Implementation:
- Lead implementation of MPowered program in Jharkhand and Odisha to scale Trickle Up’s approach to graduating vulnerable populations out of ultra-poverty.
- Manage the successful execution of MPowered Program in compliance with requirements, regulations, and good practices.
- Supervise MPowered Program team.
- Facilitate monitoring and evaluation processes and provide necessary information on the MPowered Program as and when required.
- Regularly communicate program progress, results, and lessons learned to colleagues, partner organizations, and donors to support organizational learning and external representation.
Partnership Management and Development:
- Strengthen strategic partnership with donor in order to foster a positive working and learning relationship, thereby enhancing the quality and expansion of Trickle Up’s work especially under the MPowered program.
- Build the visibility of Trickle Up in relation to MPowered Program and identify new partnership opportunities with Donors by representing the organization in appropriate technical, digital forums, working groups, and other platforms.
- Support the work of Trickle Up’s alliance of grassroots partner organizations by providing training and ongoing coaching to build the capacity of partner staff members in planning, managing, executing, and learning from programs..
- Regularly liaise with and support existing partners to ensure they are able to effectively utilize resources and capacity to effectively implement projects.
- Identify other potential partners that would be a good fit for Trickle Up.
- Training and Capacity Building: Implement and lead the capacity-building of field teams, SMART Sakhis, NGO partners etc. and ensure quality of training.
Networking
- Maintain strong liaison with block and district government bodies / authorities to ensure their cooperation and convergence with program activities
- Identify local resources that can support / complement TU India’s effectiveness within the MPowered Program
- Build strategic partnerships with State Governments, mobile companies and service providers, technical institutions and organizations working in digital technology.
Reporting, donor compliance and Learning initiatives:
- The Senior Lead, MPowered shall be the primary point for data management and reporting in line with the program’s Monitoring & Evaluation timeline.
- For any evaluation and compliance visits organized by Trickle Up or the donor the Senior Lead shall be responsible with a dotted accountability matrix to the Chief Program Officer.
- The Senior Lead shall be responsible to support the rolling out of the learning initiatives agreed in the MPowered Program and also provide feedback on the system at regular interval of time as agreed in the M&E timeline
Budget Management
- Ensure effective and timely monitoring of budget, with appropriate expenditure covering all relevant costs, including M&E, administration, overheads, and communications.
- Ensure Budget is managed appropriately in line with approved allocation, ensuring that the Expenses are accurately coded, spent on time and aligned with program objectives.
Staff and M&E Management
- Ensure that all direct reportees have clear roles and responsibilities and are held accountable for delivering results
- Ensure direct reportees have the necessary support and tools they need to effectively deliever on their roles
- Recruit, train and support staff
- In coordination with the M&E team, ensure timely and accurate collection and analysis
- In coordination with M&E team, support data analysis and generate lessons learned
Reporting
- With CPO, ensure consistency & alignment with program design, budget, implementation & reporting
- Ensure high quality reports are submitted on time
- Qualifications and Educational Requirements:
- Master’s degree in social science/ Statistics/ Development Studies/Social Work with Minimum 10 years of proven work experience in in designing and implementing monitoring, learning and evaluation and research work.
- Recognized qualifications in program implementation & management. Knowledge and skills.
- Effective writing skills in English, Data Analysis, documentation and in designing and implementing monitoring, learning & evaluation work
- Experience in data quality, integrity and efficiency of data collection, analysis, reporting and external communications.
- Knowledge of digital approaches of program implementation and management.
- Able to prioritize, manage multiple tasks, and consistently meet deadlines Works well both independently and as a member of a team
Knowledge and skills
- Strong writing skills in English and exemplary communication skills.
- Skills in data analysis (quantitative and qualitative), ensuring data quality, integrity, & efficiency of collection.
- Skills in designing and implementing monitoring and evaluation systems and distilling findings and learning for a range of audiences.
- Knowledge of digital approaches of program monitoring and evaluation.
TRAVEL Requirements: Must be able to travel domestically at least 40% of the time to remote areas.
