Position Overview:
The Finance and Administrative Manager oversees Trickle Up India Foundation’s finance and administration functions, including budgeting, accounting, audits, taxation, FCRA compliance, HR, statutory compliance, and operations. This role ensures the effective financial and administrative management of the organization under Section 8 of the Companies Act, 2013.This position is ideal for professionals with deep experience in NGO finance and administration, offering opportunities for technical, management, and leadership development while working with a dedicated team committed to social impact.
Principal Functions
· Financial Strategy and Reporting: Lead budgeting, financial analysis, cash forecasting, grant compliance, and preparation of detailed reports for internal and external stakeholders.
· Financial Oversight and Compliance: Ensure adherence to best financial practices, internal controls, donor requirements, and audit management, safeguarding organizational assets and mitigating risks.
· Organizational Management: Strategic planning and policy and foster a high-performance learning culture.
· Regulatory Compliance: Ensure timely statutory filings, adherence to Income Tax, Companies Act, and FCRA regulations, and maintain documentation for audits and donor requirements.
· Human Resources Leadership: Oversee HR functions, including policy development, recruitment, performance management, compensation frameworks, and employee welfare aligned with organizational objectives.
· Operational and Administrative Management: Manage procurement, office services, IT infrastructure, legal compliance, and day-to-day administration to support programmatic objectives.
· Team Supervision and Development: Supervise local accounting and administrative staff, promote alignment with organizational goals, and drive continuous improvement in financial and administrative systems.
Key Responsibilities
Finance Strategy and Leadership
· Financial Systems Management: Ensure the smooth operation of reliable, adaptable financial systems across all projects to safeguard accuracy, compliance, and integrity.
· Strategic Leadership: Actively contribute to senior management decisions, supporting strategic planning, policy development, and organizational growth.
· Financial Planning: Formulate multi-year financial strategies to support organizational growth and program
· Budgeting and Forecasting: Lead the annual budget process, align financial planning with strategic objectives, and monitor resource utilization for efficiency and transparency.
· Financial Analysis and Reporting: Analyze trends, model scenarios, and produce reports for executives and the board, providing actionable insights.
· Grant Acquisition and Fund Diversification: Support fundraising strategies, cultivate donor relationships, and diversify funding streams.
· Policy Management: Maintain current, compliant financial policies and procedures.
· Collaboration: Partner with program and development teams to ensure strategic allocation of resources for impact.
· Board Engagement: Present financial information and recommendations to the board and finance committee.
Financial Management
· Support organizational and project-level budget preparation with justifications and documentation.
· Coordinate cash forecasting to maintain liquidity for operational and programmatic needs.
· Produce accurate financial reports, including monthly statements, budget-to-actual analyses
· Implement and monitor internal controls and risk management policies to protect assets
Staff Oversight
· Supervise local accounting personnel, ensuring accurate, timely, and compliant financial recordkeeping.
· Lead administration and HR operations, establishing SOPs for finance, HR, legal, procurement, and project.
· Develop and implement HR policies, recruitment, onboarding, performance management, compensation, benefits, and employee development aligned with organizational goals.
· Ensure compliance with national labor laws and employment regulations.
· Manage office services, including IT infrastructure, software, communications, and security, promoting operational efficiency and staff well-being.
· Provide operational support to remote staff and sub-offices.
· Establish internal controls and corrective action procedures to maintain operational integrity.
Grant Compliance and Financial Reporting
· Maintain knowledge of donor requirements, ensuring financial activities are reasonable, allocable & compliant.
· Oversee preparation and submission of monthly and quarterly reports, including budget-to-actual analyses.
· Obtain donor approvals for restricted funds, manage sub-grants & ensure proper documentation and audit trails.
· Align financial management with program goals, ensuring effective allocation of resources and cost-effectiveness.
Legal Compliance and Reporting
· Develop policies, procedures, and manuals to ensure smooth operations under Section 8 of the Comp Act 2013.
· Supervise statutory compliance, including audits, annual filings, Income Tax, and FCRA regulations.
· Maintain documentation for donor reporting and ensure timely submission.
· Implement internal controls and risk management policies to mitigate organizational risks.
Audit Management and Internal Controls
· Coordinate external audits and act as the primary liaison with auditors.
· Prepare and review audit schedules, reconciliations, and grant expenditure reports.
· Lead internal audits and reviews of financial processes, grant compliance, and procurement practices.
· Develop corrective actions in response to audit findings to promote accountability.
Qualifications & Competencies
· Extensive experience in finance, administration, and HR in the NGO or nonprofit sector.
· Strong knowledge of Indian statutory compliance requirements, including Section 8 companies, FCRA, Income Tax, and Companies Act regulations.
· Proven ability to manage complex budgets, grants, and financial reporting requirements.
· Experience leading teams, developing policies, and supervising HR and administrative operations.
· Strategic thinker with excellent analytical, communication, and stakeholder engagement skills.
· Demonstrated ability to manage donor relationships and ensure compliance with grant requirements.
Education requirements
· Master of Commerce
Experience requirements
· Excellent writing and speaking skills in English, Hindi and Bengali
· More than 10-15 years of experience in finance for the development sector
· Training in NGO/grant accounting, including reparations of grant reports to funders and preparation of Budget to Actual (BvAs) to internally to program managers and externally to program funders.
· Experience filing official documents with India government – including payroll, pension, annual financial filings, and labor contracts.
· Experience with accounting systems such as Tally and experience with double entry accounting

· Willingness to travel extensively (20-30%) and in locations with limited amenities.
